Hi Moira,
Not sure if there has been a specific recommendation re: the use of Facebook (can't find anything on their site), but teachers do need to comply by the Code of Ethics, regardless of the tools they use for themselves and their students: http://www.teacherscouncil.govt.nz/required/ethics/codeofethics.stm

There are some really useful guidelines for educators on the Netsafe LGP site, too, such as:
